I used to use an old DOS version of LapLink. It required a specially wired serial or parallel (much faster) cable. Windows 95 and greater have a built in utility that I can't remember the name of that does the same thing, but I believe you still need the special cable. These days it's probably quicker to network them together or burn the files to a CD and copy them that way.

You will need a modem "null cable" for the physical connection. The "null cable" connects between the serial ports on each PC and reverses the data and status pins on one end.

There is several programs, both commercial and shareware available for transferring the data. Check some of the sites such as http://www.download.com or zdnet.com and you should be able to find something that will work.

If you're reloading a new computer, you may want to consider temporarily installing the hard drive with the data in the new PC as a second hard drive and then copying the data over. This would not require buying any cables or software,

Installing the old hard drive IS definitely the quickest way to move files, sorry I didn't think of that one. However if you want to copy the operating system as well, you will need a whole disk copier such as Norton's Ghost to properly copy everything.

Ghost works, as well as PowerQuest's DiskCopy or DiskImage. (if you need to copy an entire HDD, complete with OS).

When hooking up the second drive, be aware that you'll probably have to set some jumpers differently on one or both drives (or CD, depending on which IDE cable you put the drive to be copied).

Also, be aware that putting a new HDD in your system can (temporarily, while that new HDD is in there) totally screw up your drive letters if you have several HDD's and/or partitions. This generally won't be a problem, except that your icons may be mapped to the wrong HDD. And heaven help you if you've got your swap file on a different HDD than the one your OS is on (like I do).

If you have a fast DSL or cable modem connection, zip it up and email the zip file to yourself. Then log in with other computer and pick up your mail.
